I faced the same question recently and this is what I found.
About the lightest 16 ft trailer will run 1500 to 1600 lbs. and the PW will be another 6000 lbs. I own both an Explorer and F-350 diesel. The combined weight of trailer and PW will exceed Ford Explorer recommendation. The trailer I use is an 18 ft with two 6000 axles and this is well within the diesel's tow recommendation. Brakes on both axles is a good idea if you will be towing in the mountains. My decision was easy, because I had both vehicles, however a good 12,000 lb. trailer with dual brakes will set you back about $3,000 and up compared to a 7000 lbs 16 ft at $1,300 or so.
