The master cylinder piston push rod is not properly adjusted. The piston covers the relief port and the brakes pump up. When there is no pedal pressure, the piston cup must be between the relief port (The hole nearest the brake line)and the supply port. Unless replacing a piston push rod or the push rod end, do not change the adjustment of the end piece.
