The oblong plate the screws go into is what holds the window in. There is a "gasket/seal" that surrounds the glass to try and make it water proof. If the screws are "sheared" off you might have to drill them out to get the oblongish plate off, make sure you use a center punch so the drill bit will stay in the center and not slide off and damage the retaining plate I'd just drill in enough to get the retainer plate off and then depending on how much screw is left use vise grips and twist them out.
