spring shackle question

The service bulletin for my '54 C1-PW says both front and rear springs are shackled in the front. My neighbor's '68 wm300 has the rear springs shackled in rear. His right side front shackle is also turned so the grease fittings face the inside of the frame. Should my rear springs be shackled in the front or rear? Should'nt both front end shackles have the grease fitting to the outside of the frame? Isn't this forum wonderful when reassembly time comes?
