Joe is correct, "S" designates 1962. There should also be a "T" in front of the "S". 61-62 used "TR" for 61 and "TS" for 62. It also appears that the "03" before the 1548 would be a designation as a Premium engine, only because the sequence number should start 1001 and go up and not start with "03".
Broken down it would mean: "TS"[Truck-1962]"03"[Premium]"1548"[Sequence Number].
