The NDT's on my duece seem to want to allow the nose to want to push {the racing push} on snow and rain. Now, I think part of the pushing is the short wheel base in combination with the tandem axles, but, on the snow it wouldn't cut through the new snow to get to the grip below even with a snow plow hanging off the front. I can make it catch by letting off and it will catch. I don't know what is more of a scarry feeling, the push or it all of a sudden wanting to catch and kick the nose over. On dry pavement or gravel they turn on a dime.
The flat spots are because of the bias ply construction. My Dad had a set of Desert Dogs for his truck back in the late 70's that would bump up and down until the would warm up a mile or so down the road. My '46 firetruck, the FD's tanker, and my '41 Dodge all bump for the first mile or so until the tires warm up. The FD put new radials on the tanker and it was fine. The '46 will probably get new radials on the front soon.
