Dave, those holes are for mounting rear bumperettes. Similiar to WWII 1/2 ton trucks. When you were at the VPW Rally, you probably saw the truck from Madison, Wisconsin, owned by John Ong and painted all Caterpillar yellow with Russian lettering? He has a set on that truck.
