Stuck Brakes?

Hello, I started my truck (53 M-37)yesterday after it had been sitting for about 2 weeks. As I pulled away, I felt soemthing hold, then give, then the brake pedal goes halfway down with no resistance. I also noticed a drag when I drove the vehicle. My guess is that for some reason, a pair of brake shoes is stuck in the "brak-on" position, and will not release. The only thing I can think of that may be related is that I drove it through about 2 1/2 feet of water the day before I put it away for the two week period. I did run a hose over the entire undercarriage to remove any mud. Could the wheel cylinders be rusted? If so, I still don'tunderstand why they would have been in the "brake-on" position in the first place? Any help on determning the cause of this and how I can fix it would be appreciated. I really don't feel like taking the wheels off, but I am afraid I may have to, unless anyone knows a "trick" I can use to rectify the problem. Thanks much, Pete Vernon, Holliston, MA.
