With those front bumpers and the big hook they may have used this WC as a yard mule spotting a few cars here and there. The tires do look like they are rubber covered. Probably wouldnt be good for a road trip but it was probably driven around industrys or railyards to get on and off the rail at various spots to make railcar movements better. Theres a picture of a flat fender setup this same way but it had an actual coupler and knuckle like the railroads use here in North America.
