Yeah, I hear you on the tax assessments. I think they just try a big number and see if you'll pay it without complaining. You can usually talk them down a bit but they will always try to sneak it back up again. Last year I spent $2000 building a garage, but the building inspector told the tax assessor it's worth $7500, just going by square footage.

Do they have some kind of timber land or open space designation you can get your land in to keep the tax down? In Idaho, you can put your land in "Bare Land + Yield" timber designation which means the land is assessed at $500/acre and the timber is only taxed when you log it. If you have a house on the land, they tax one hypothetical non-surveyed acre as the "homesite" at its market value. Of course that doesn't help if they think your buildings are worth big bucks.

In Everett, they're sneakier; they assess everybody's property at well below its free-market value, then increase the tax rate to collect the same amount of money. It's sleazy because you can't challenge them on the valuation since it's always 20-30% less than the properties are really selling for.
