Off Topic Help Needed

The other morning I was hit from a house at about 60 yards by what I would describe as a “low-frequency oscillating sound wave device” of some sort that I assume is electrical. I could definitely feel the waves. Anybody familiar with, or know of any Military or Civilian equipment that would produce this? Thanks!
