Well, you have tried all the things we would have suggested.

My thought is you have a very, very, very, rusted condition, or one of the previous owners has spun the axle inside the flange creating and circle lock, in which case it ain't coming off either. You can do two things:

- Using a torch, cut it down one side to just above the axle, 180 degrees or opposite side cut it down to just above the axle. This should allow you to split the flange off the axle (you may need to remove the hub studs). This is going to create a lot of heat on the bearings, knuckle and axle. Those parts you would want to replace.

- The other thing is use a reciprocating saw and cut it to just above the axle to the top of the flange. This will be tricky saw angles to avoid cutting the hub. Look at the other flange and see where you can drill a hole for the saw blade. From my looking at a picture, it looks like halfway between a hub bolt hole and the splines. This would be my choice in doing it. Buy some extra blades!!
