Brake system - Mystery

I've got a '61 WM300.
I've bench bled the master cylinder, all wheel cylinders, the Midland booster and the Mico lock. Pedal is locked...I mean no travel at all and there is pressure on the lines, because my brake lights remain on.
I backed off the plunger to the master, thinking I wasn't allowing enough return travel to clear the vent port, but no effect.
My next step is to bypass the booster, but I'm reluctant to do this because it's a firetruck with a 200 gallon tank (1800 lbs. when full).
Any advise would be appreciated. Hollister is coming up soon.
