Did the factory prime before topcoat?

After sanding on the bed of my 55 which is in the able hands of "Ron in Indiana" a question came to me as I blew metal dust from my nose! Did the factory prime these trucks prior to topcoat or did they just shoot a topcoat and let them go?

Anyone have any insight?
