I have seen some that have sat dry a long time where the rubber shrinks and if you just tighten up the screws it stops leaking, but usually if they're that old the rubber is going bad and will tear after a short amount of running. A torn fuel pump diaphragm usually lets gas into the crankcase as well as not pumping very well. Even if tightening down the screws fixes the leak, I would watch it pretty close for a while and check to see that the oil level isn't increasing.
