It sounds to me like the previous mechanic couldn't get the flare to seal properly and so he doped up the threads. Since the dope is now off the threads, it leaks like it did before he "fixed" it. Copper tubes flared with the typical small flaring jigs often crack. There might be a hairline crack in the flare that you haven't noticed. If so, you might fix the problem by cutting it off and flaring it again. A double flare (with the outside folded back towards the center) is stronger if you have the tool to make it. The tubing nut is supposed to just press the flared part up against the fitting. If done properly, no liquid should get to the nut.
