Here's yet another afterthought: When I mentioned checking the resistance of the noise filter capacitor, I was talking about measuring the resistance between one of the pins (either in or out) and the ground. The resistance between the in and out pins themselves will be essentially zero, since it is just a single rod going straight through the capacitor.
