Sounds like it could be a problem with the high-speed circuit in the carb.
If it runs 'continuously' with extra choke, without running out of fuel, the fuel pump and delivery system is probably OK.
Carb overhaul time, I'd say. Kits should still be available for your Carter. I don't know what the CFM rating is, just offhand, but if it's similar to the ETW1, it should work OK. Do you still have the military distributor? Have you checked the timing and advance operation? (They can have an effect on this, though I suspect the carb as the main culprit.)
