I agree with you 100 percent that you can't just slap a set of carbs on and expect positive results. There are a lot of variables to consider. In the case of the Toyota(s) that I mentioned, I recall that they did a good deal of experimenting with intake manifold design, carb size, metering rod/jet adjustments, air horn radius, timing, etc. before they got it right. I believe the shop was located in California, so I assume that they got the emission levels down enough to make it street legal there. By the way, I'm still looking for the article and will post more information when I find it.
