Re: valves sticking, what has happened is that when your engine was
inactive during your resto, rust formed on the guide ID and/or on the valve
stem. This reduces guide to stem clearance. As the engine heats up, the
clearance diminishes until the valve sticks. Somewhat unavoidable and common
on flatheads, as the valves are vertical, allowing oil to drain off the
valve stems.
Pull the #5 spark plug, rotate the engine until the valve is up, and squirt
penetrating oil through a small tube towards the exhaust valve. Run the
starter to try to draw the oil down the stem. (Don't start the engine.) Let
it sit overnight, then run it. This may take several tries.

No luck? My 231 has a vacuum plug on the intake manifold in proximity to #
5. I can't speak for a 251 though. Snake a 1/8 " copper tube into the # 5
intake port through this little 1/8" pipe plug hole. Run the engine while
squirting penetrating oil through the tube. Makes a great mosquito fogger.
Hopefully this will wash the stem down and work.

Still no luck? Pull the valve cover. "How long are your arms???" Drop the
valve spring, and squirt penetrating oil up the valve guide. Rotate the valve
and soak the stem from below, and through the spark plug hole. Hopefully
this will flush out some more rust.

Otherwise, sometimes the rust buildup is just too great, and unfortunately
the valve must be pulled and the guide reamed back up to the correct size.
(Ream them all at this time.)

When I don't drive mine for the 3-4 months of Wisconsin winter, I pour about
6-8 ounces of oil down the carb at 2000 rpm, then shut it down.
