This happened to me when installing brand new
tires, tubes and flaps on my M37 factory steel wheels.
It seems the tire installers had a very hard time
breaking the bead of the tire, as it was so rusted to the wheel.They used a
sledge hammer type tool to break the bead, and in the
process, bent 3 of my 4 otherwise perfect wheels.
Talk to the guy who mounted them
