Message:   They are going to refine Balken Oil from under South Dakota too!
The other refinery project was vetoed by the woman democrat governor, so a vote by the people was needed.
I found this great PDF, it lists EVERY refinery under consideration in every state, as recently as April 2008. Items in red ar epending or delayed by the political process.
