Message:   I agree with Jeffc on this. I'd say forget the voltage limiter/regulator and concentrate on the charging circuit.
Is your alternator a two wire or three wire? Is your battery fully charged and in good condition? I've never had an amp meter to read wrong, but you might try this to verify that the amp meter is at least close to accurate. With a fully charged battery, switch on the lights on high beam. The amp guage should only move to the left about an eighth of an inch or maybe 3/16th. If it swings way to the left then I'd doubt the accuracy of your guage.
