If the rust really is the main problem then it's VERY easy to deal with, Jack: Rustoleum! Get a quart can of Rustoleum Damp Proof Red Primer [probably not avilable in CA] and a cheap brush, yes brush, and slather it on thick. Put on a couple of coats. Once it's dry you can mix up some more Rustoleum to a color that's close and paint it on. Once it's all fully dry you can hand sand the few little ridges left from brush strokes and it comes out just fine. Cheap, easy and lasts a long time, at least until you can get in there and do permanent repairs!

Sounds like one fine truck and a definite keeper.
