Message:   I haven't had a Mopar as old as 61 in a long time and don't have any specific manuals for models that old, so this is from memory. If the starter doesn't have a solonoid directly attached to it that engages the drive pinion into the flywheel, then it must have what is known as a Bendix drive. With this type drive, when the starter starts turning the drive gear will "screw" itself out to engage the flywheel and latch there until the engine cranks. When the engine cranks and you release the key the engine will drive the starter pinion and cause it to un-latch and retract. Many older cars had this type of starter drive. This was to prevent damage to the flywheel teeth when you let off on the key and immediately tried to start it again while the engine or starter was still spinning. If you ever apply voltage to a bendix style starter while it is off of the engine, it will latch in the starting position like yours and stay there until it is installed and the engine is started.
I would say to just leave it alone and it should retract when you start the engine.
