First let's go back to the beginning, is the PTO mounted on the transmission or the transfer case?
The winch should go in, or out with that front lever, but that depends upon the model number. A transmission mounted PTO will allow you to do that from the cab, as you can change the rotation by putting it into reverse.
BE CAREFUL and spool out about 10 feet before you try engaging the winch, do you notice all of those bent up winch bumpers? That's because they spooled in instead of out, you can mess up a winch, a bumper or a hand/arm/leg real quick if you mess up.
