Message:   Hey, Matt, that key on, key off thing is only one symptom of a faulty ballast resistor. They can cause all sorts of other problems too. It's in the circuit to protect the coil and reduces voltage during normal running, but provdes full voltage at startup. So it reduces voltage, then you add in a flaky coil wire or two, plus maybe a questionable coil, and you've got problems. I'd check all the wire connections, grounds and insulations and use a new ballast and see what it does.
