Message:   That was designed by Horace Dodge who was a mechanical genius(He designed a quadruple expansion steam engine that is now in the Smithsonian Institution in Washington that developed 1,000 horsepower)
That starter generator was used in cars and trucks from 1914-1926 and the design was that when the generator was developing less than 12 volts, the starter would start cranking to prevent the engine from stalling.
Dodge Brothers were innovators and were very involved in the auto industry and have never been given the true credit for all the things they did for different automakers.
On Labor Day I attended a ceremony where a State of Michigan historical marker was dedicated near the original Dodge Brothers factory in Hamtramck(Detroit area)Michigan.
It would amaze everyone how connected all the US car companies really are and how well all the various people knew and associated with each other(Ford, The Dodge Brothers, Walter Chrysler etc)
