Message:   Removal of the tank isn't necessary to do this. It may help to loosen the bolts though to help reinsert the neck back into the tank, but try to without loosening the bolts first. You're right Russ, this could be a pain. Soap and water would be best and it won't mess up your new paint like a petro based lube would. I figure a sealer would be good at this point with everything clean and maybe some time allowed to set, as opposed to having to goa back and do it anyway if it does leak....do it all at one time.
