Message:   The first number is the measurement of width, at the widest portion, not always the tread, but at the widest portion of the tire cross section. In English measurement it is a pure dimension, in Metric it is a ratio based upon percentage, like 275/75/16, which translates to 275 centimeters with a side wall that is 75% of the 275 tall, on a 16" wheel. The 11x36x16 means 11" wide at the tread, 36" in diameter, on a 16 wheel. Michelin uses a bastardize composite of the two in their measuring system that give the cross section width and the wheel size only, not the tread width or the tire diameter.
