Message:   Just a educated guess, it looks like a constant output voltage regulator. As mentioned it maybe connected to some or one of your accessories.
Mopar Performance sells these for drag racing applications to maintain a constant voltage at your battery to help keep your ignition system operating at peek performance, but they are not recommended for street use and or being used for long periods of time.
