Message:   Arizona tried them for awhile in Phoenix. As I recall, if your vehicle was flagged, they sent you a notice to have it fixed. If you got caught a second time, there was a fine. I may be wrong about that part as it was a few years ago and I tried to avoid Phoenix as much as possible. The few times I went by one I killed the ignition and coasted through. I wanted them to see a 1970 Dodge truck that emitted no pollution. If nothing else, maybe it made them check their equipment.
