Even in CA concrete valuts are dank, musty and wet. Anyone from the midwest or south, with a basement, knows you need a sump pump. Concrete without sealant is a poor waterproof container. And I've never seen a sealer last longer than 20-25 years.
Sad that the car is also in some sort of plastic cover, that will certainly help keep in any moisture that leaked, it's not going to be pretty!
