Measurements were taken from the outside of the angle iron.

RtRearSide: Shows two bolts above the hole in the frame on the right side. The left side is fastened the same way. These two bolts fasten the front angle iron crossmember to the frame.
Bolts: 4 (2 each side) - 3/8" x 24 x 1" with lockwashers

Looks like the angle iron was cut along the heel and bent at a 90 degree angle both
side and bottom to form flanges which are fastened to the frame with bolts.
